Role of first responders and ems

My question for the day. What is the role of a first responders? Recently a family member called 911 for a medical problem. The first responders got there first but didn't come into the house and even come to the door and ask a question until the EMS got there. Then they stayed outside for a few minutes talking with the EMS before the EMS even came in. Then the EMS immediately starting mouthing off about there wasn't anything they could do for the family member even at the hospital. Is this what the system has become ?
