I know how to read dummy why don't you show us where in article 1 section 8 the Federal government gets this power. Here lets take a look at it and see.

Congress shall have Power To lay and collect Taxes, Duties,
Imposts and
Excises, to pay the Debts and provide for the
common Defence and general
Welfare of the United States; but all Duties,
Imposts and
Excises shall be
uniform throughout the United States;
Nope no power here to fund education.
Well maybe if you include it in the general welfare section however I don't believe that the general welfare is the catch all that congress wants it to be. Since if it was there would be no need to list the powers granted to the gov. in the rest of this section. According to the free dictionary
