Foolme. If you are going to call someone out you need to go ahead and do it. The use of a secondary vehicle to drive once you have been assigned an alcohol monitoring device would be found in that individual's sentencing agreement. It could be that they have an exception to operate a vehicle at work if the employer is knowledgeable of their conviction and sentence and has agreed to random testing. You just never know.

Unless there is some state statute preventing it why not? There is a slight chance that the County Commissioners have passed a County policy which prevents it, but I doubt it.
