My spouse only voted for Donald Trump. So that explains 1 of the ballots without ballots cast for the commissioners.

The good ol' boy commissioners know they will never have any opposition due to their incumbencies and name recognition.

In the recent election, three of the Yadkin commissioners were on the ballot, unopposed. But each got less votes than the number of ballots cast-- and each of the three got different number of votes. OK, I know that is how the voters marked their ballots.
Anyone have any idea why they did that? A particular dissatisfaction with one or more commissioners?
