The county owns the property and this company is leasing it, and commissioners raised the lease so high they couldn't afford it. Commissioners begged this company to let EMS and Social Service use some of their extra space and they would take x amount of dollars off of their lease for using this space and now raising lease to benefit themselves. Commissioner Austin I think is on the board at Hugh Chatham and said he couldn't vote on Hugh Chatham take over and the commissioners gave HC three months to make a decision plus all these incentive, but HC needed more time to check everything out and commissioner said three months is all you get and they backed out. The company that leases it now went to commissioners and said give us the same offer you gave HC and we can work this out but commissioner refused and now hospital is closed. I can't understand what is wrong with this county and why these rich almighties think they are GOD and keep taking away from the citizens of Yadkin County and never have to answer.

This should be interesting. Why did the idiot mouth breathers waste a trip to Raleigh and the money to file an injunction and the company laughed in the judges face.

My question is who is sponsoring the EMS now?

Maybe Hugh Chatham can Start from scratch and make a good hospital out of it now.

The current atmosphere in Washington is to do away with the CAH status and payment differential, Hoots does not meet the rules for retaining their CAH status. The current rule states that you must be greater than 35 miles from the next Hospital to qualify for CAH status. There are at least 6 Hospitals closer than 35 miles to the Hoots location.

Two of the three organizations that submitted proposals to take over the Yadkin Valley Community Hospital have now withdrawn their proposals.

"We received notice Thursday that Hugh Chatham was withdrawing their proposal," said County Chairman Kevin Austin. At Monday night's meeting of the Yadkin County commissioners, County Manager Lisa Hughes announced that Wake Forest Baptist Health also had withdrawn their proposal.

A resolution was adopted by the Yadkin County commissioners on Feb. 16 stating the intent to lease the hospital building to another organization. The hospital is operated by HMC whose lease was set to expire at this end of this month, but the county recently extended that lease to July 31 in order provide the necessary time for a smooth transition over to the new provider.

Austin said Hugh Chatham Memorial Hospital (HCMH) had entered into a non-binding agreement with HMC to buy the hospital and had been in the process of negotiating a price as well as a due diligence process to collect information about the hospital.

"They (Hugh Chatham) had already begun the due diligence process and had received the majority, maybe even all the due diligence materials," Austin said. "It is intended to disclose any unknowns before the transaction was completed and for them to get comfortable with what they're buying."

The county received an email notification stating that Hugh Chatham Memorial Hospital was withdrawing its proposal, but Austin said there was not a specific reason noted in the letter.

"I can only speculate as to why they pulled their proposal, but they have," he said. "It does raise some questions though."

The email from HCMH states "because of recently emerging strategic priorities for our system, we have concerns with respect to our ability to fully meet the county's expectations, both in the near and longer term, in operating the critical access hospital in Yadkinville."

The letter from Wake Forest Baptist Medical Center indicates more specific concerns regarding the Request for Proposal (RFP) and selection process.

"We remain concerned that the process has a number of complex dynamics, incomplete information and uncontrollable factors that make it difficult to proceed," states the letter from Wake Forest Baptist Medical Center, which Hughes read aloud during the meeting.

During the commissioner comments portion of Monday's meeting, Austin expressed his thoughts on the hospital RFP process.

"The hospital news was shocking and I was a little taken aback this afternoon," Austin said. "I thought the Baptist letter was fairly detailed in their concerns."

Austin repeated the portion of the letter expressing concern over the "complex dynamics and uncontrollable factors."

"We're hoping that we're going to get some help from Washington with regards to some of those matters," Austin said. "I'm a little disgusted that we've not been able to have an open and clean negotiation to transfer this hospital, but we remain committed to the health and safety of the people of Yadkin County. We're going to do everything we possibly can to ensure that that's taken care of."

Community Hospital Corporation of Plano, Texas, is still in the due diligence process with the existing hospital leadership and the county about the possible takeover of the facility.

Austin said they have also been in discussions with the Centers for Medicare & Medicaid Services (CMS) federal agency. One item in question with the transition of the hospital operation is its status as a Critical Access Hospital (CAH), a designation for smaller hospitals which allows for greater reimbursements to assist with hospital operation overhead costs.

The county had reached out to U.S. Rep. Virginia Foxx to see if any assistance could be provided to the county in order to keep its CAH designation as they continue to work through the transition process with a new hospital operator.

A representative from Foxx's office alerted county officials on Tuesday morning that according to CMS, the Critical Access status would not automatically remain with the county during the transition process and the county would need to file a CMS form 855 to reapply for that designation.

"An approved form 855 will allow the county to regain ownership of the CAH rating, which should make it easier for the county to find a new partner to run the hospital," the letter stated.

The letter also indicated that a letter of support from Foxx will be sent to CMS in hopes of expedited the approval process.

"We're trying to be real patient about this to make sure that the best outcome that we can," Austin reiterated. "Our main concern is to make sure our people get what they need, they get the proper care."

I sure hope they bring in new doctor's. The latest one I've heard is a drug addict and makes the females nervous with his "attentions" that are not suitable for the hospital or any office setting. I looked Dr. Jonathon Orton up out of curiosity and found this.....

This will be tough to pull off effectively, the Medicare license alone will take up to 120 days to be issued, Yadkin was grandfathered into the cah program and will not be able to qualify under the "rule" thus they will lose their special designation which pays cost for Medicare and Medicaid. There may be some sort of medical facility there but having a hospital will be a real tough act to pull off.

YADKINVILLE — A statement was released late Friday afternoon regarding operation of the Yadkin Valley Community Hospital. The building is owned by the county and leased to a management company which holds the licensing for operating the hospital.

Hospital Management Company (HMC) out of Kansas City, Missouri, is the operations company for the hospital. HMC's lease on the building expires April 30 and has not been renewed by the county.

In light of the lease not being renewed, hospital employees received a WARN (The Worker Adjustment and Retraining Notification Act) notice Friday stating that the hospital could potentially close as of April 30.

Yadkin County Commissioner Chairman Kevin Austin said, "For the last several weeks we have been in contact and discussions with various medical providers in our area and state to lease our county-owned hospital facility to continue its medical service operations, effective May 1.

"We are confident that there will be a new medical provider in place on May 1 with all appropriate medical licensures, who will operate this medical facility with the highest quality of service that our citizens of Yadkin County expect and deserve. The Yadkin County Board of Commissioners is determined to secure the best possible medical care for our citizens and to keep working for the good of all, and we will do everything possible to make that a reality."

It would appear that MCH/CAH emerged from bankruptcy in late 2013 - early 2014. These folks continue to work to purchase or long-term lease CAH facilities in many states. It appears they installed a new electronic record system at Yadkin in 2014, to investments are being made.

hmc/cah actually does not own it....the county owns the building....hmc/cah filed for bankruptsy (sp?) right after they leased it and was suppose to build new hospital...of course that never happened and now lease is up !!!! the county actually moved health dept and ems personnel in there too....

Hospitals set their own prices now. Very few folks actually pay the list price. Medicare and Medicaid set their prices, then the insurance companies negotiate prices, often based on what Medicare is paying. From all that I have read or heard about there will be approximately 5 players in the Hospital business in NC in the next 6-10 years.

By that time I anticipate there will be a standard set of benefits and payments for services across the country, so a limited number of providers will not have much if any impact on the cost of care in the community.
