What I do know is that the water line can be buried on the highway easement without paying anyone. And that was the plan originally, I saw it in the documents. The plans specified burying the line right next to the edge of the pavement, on the pavement side of the side ditch. There are possible long-term advantages to the County/City to have their own easement, even within the highway easement . But it is not a necessity. Buying easements could make the project much more expensive.
But the present plan??? The post by "waterline" may be correct.

Last I heard the county was buying right of ways and would start digging after all property access was finalized.

Tried without success to find previous posts about the proposed water line from Enon to East Bend. Previous announcements had construction planned to take place at this time on the calendar.
